What is the project about?

The goal of the project is to implement the City's redevelopment plans to eliminate physical and economic blight in 125 acres of Baldwin Park's city center. It will include revitalizing the masterplan area into a pedestrian-friendly, mixed-use urban village. It will include residential, office, commercial and retail opportunities.

Why are you doing this?

The Community Development Commission has the responsibility to remove blight from within the city and has adopted redevelopment plans for the Central Business District and the Sierra Vista area. For years, the citizens and the Commission have been talking about the best way to do this. Now we have a Community Developer who shares our vision.

What is the Community Development Commission?

It is made up of the mayor and the four city councilmember’s.

What is the area of redevelopment?

Roughly, from Clark Street on the north, Sterling Avenue on the south, Baldwin Park Boulevard on the West, and just east of Puente Avenue to the Big Dalton Wash.

How long will the redevelopment process take?

Most likely, the project will be completed within 12 years. The City Center Phase I will be completed in about 3-5 years. The Urban Village Phase II will be completed in about 8-12 years.

How about traffic congestion?

An Environmental Impact Report is being prepared and traffic engineers will study all traffic patterns to make vehicles flow as smoothly as possible through the new City Center.

What will happen now?

We have been conducting a citywide outreach to learn citizens’ visions, dreams and aspirations for the future of their City.

When will construction begin?

Probably, construction will begin in late 2009 or by 2010.

Will this cause my taxes to go up?

No.

Will I be relocated?

Some businesses and residents will be relocated during construction. Relocation experts will be in touch with anyone affected and will help make all arrangements.

If I am relocated, what is my property worth?

California’s Redevelopment Law requires an independent appraisal of all property. The appraisal determines the fair market value. An affected owner has the right to obtain their own appraisal as well. The owner must be offered the fair market value.

Who will design the project?

In essence, the citizens of Baldwin Park are designing the project. Internationally renowned architect The Jerde Partnership has been listening to residents’ ideas and will use them to develop a plan.

Who is the Community Developer?

The Bisno Development Company has been working to build and improve communities for 30 years. They have worked on 80 properties in 45 communities, including Santa Monica, Santa Ana, San Pedro, Berkeley and Dallas, Texas.

What initial decisions have been made regarding the actual project?

None, other than to focus on the creation of a pedestrian-friendly, mixed-use urban village.  At a previous public meeting, the Community Development Commission approved entering into a preliminary agreement with this development company to explore with the community the scope, extent and nature of revitalization efforts for the downtown.
